Zacatecano,

My primo in Aguascalientes who is very involved in Charreadas wears the scarf under his charro hat. I asked him why he wore it since I only recalled J. Ma Morelos and the Californios. His response was to keep the hat on. Apparently the silk scarf gives his hat traction. My primo is losing his hair by the way.
